MUltiNational Initiative for CIvil Preparedness Action In Danube Region
Danube region is exposed to flood events, often of impressive scale and frequency. Countries share the burden of these events, therefore Danube Transnational Programme identified floods as one of the most relevant natural hazard (220.127.116.11). MUNICIP-AID as a transnational, action-driven initiative aims to serve an enhanced preparedness and capacity for intervention with better coordination between different actors. The proposed initiative synthetizes the recommendations and goals of different policy and programming documents, including DTP, EU Strategy for the Danube Region (EUSDR), UN Sendai Framework, UNISDR “Making Cities Resilient”, ICPDR Strategy on Adaptation to Climate Change, and improve their integration to the different levels of governance. The project fits into the frame of EUSDR PA5 A4: To strengthen operational cooperation among emergency response authorities in the Region and to improve the interoperability of the available assets.
While keeping the focus on the transnational needs, the initiative puts regional and local actors into motion. Local knowledge and the involvement of the affected communities are cross-cutting issues in all mentioned policies. Supporting preparedness in lower levels is a key in the strategies, MUNICIP-AID pilots actions related to the training and coordination of flood rescue assets.
The project has 4 implementation work packages with different focus. It identifies interlinkages of policies, gaps and examples of implementation, and deploy pilot activities to build the recommendations into practice. During WP4 and WP5 a comprehensive approach for for knowledge-sharing on flood rescue activities, as well as for volunteer management during flood response will be introduced. A common training framework and a coordination tool is to be developed and piloted. WP6 will conclude the results and phrase Regional-level recommendations for an enhanced preparedness and widened capacity for intervention on a coordinated way.
