DEVELOPMENT OF THE DANUBE RIVER BASIN FLOOD FORECASTING (DAREFFORT)
The EU SDR-PA5 coordinators accomplished a survey in the Danube basin countries about mitigation of water-related hazards and risks. The activity had resulted in the DR Oper&Cooper document where from the proposed measures were listed in the ICPDR DFRMP Annex-II project pool. One of the major conclusions was the need for development of the forecasting possibilities in the basin, which is an indispensable part of an effective protection strategy and core element of respecting the solidarity principle. It is align with the Danube Declaration (09/02/2016) that suggests giving priority to measures with positive downstream effect such as natural water retention, warning systems, reduction of risk from contaminated sites in floodplain areas or exchange of information. Also the DAREFFORT initiative fits well to the DTP 2nd call, where SO2.1 is restricted to flood prevention (monitoring / early warning systems; preventive solutions) which is foreseen to be opened in May, 2017. Hungary is willing to take the Lead Partner role in the project.
The project development has been going on for 1,5 half years now. Beside the former content, the revised concept integrates the latest initiatives (e.g. supporting DanubeHIS realization) and elements of other projects (e.g. ice coding etc.). The main focus is to enhance the access to the recorded data and to provide coherent distribution for all the countries in the Danube catchment.
